Jaafari: Informal Paper on Syria Is Totally Rejected

Vienna, SANA 26 January 2018 — Syria has rejected in full the informal paper on reviving the political process in Geneva because it contradicts international resolutions and aims to undermine the Geneva talks and the Sochi Congress.

In a press conference at the end of Vienna’s meeting on Friday, al-Jaafari said the Syrian delegation has had constructive discussions with the UN Special Envoy on Syria Staffan de Mistura.

“We used the meeting to answer many questions, especially with regard to Sochi’s Congress,” al-Jaafari said, adding that “the results of the Congress will be the outcome of the dialogue between the Syrians themselves.”

He explained that the aim of Sochi’s Congress is an intra-Syrian national dialogue without external interference as 1,600 Syrian participants representing the various components of the Syrian people will attend it.

Al-Jaafari said that it is no coincidence that the Vienna meeting coincided with the “leaking” or intentional distribution of an “informal paper” for the so-called revival of the political process in Geneva about Syria by representatives of five countries who met in Washington and then Paris, namely the United States, Britain, France, Saudi Arabia, and Jordan, all of whom have been involved in shedding Syrian blood since the beginning of the crisis.

“This in itself is like a black comedy which we are living in a new chapter of the conspiracy against Syria. How does a country like America – who created and sponsored Daesh (ISIS) terrorist organization, and is still fighting for it over the Syrian territory, a state that violates Syrian sovereignty by its military presence on its territory in flagrant defiance of all international covenants and laws – how can a state like this whose hands are covered in Syrian blood and has directly attacked Syria talk about the political solution and the future in Syria?” al-Jaafari said.

“How can countries such as Britain and France, who follow American policy like the blind leading the blind, envision of any solution or political horizon in Syria? And a state like Jordan, which hosts the secret military operations room and has opened its territory to terrorists from all directions and turned its territory into a safe haven for seven terrorist training camps to train and send them to Syria and other countries, how can it talk about sovereignty, politics, and participation in making a political solution in Syria?

“And last but not least, Saudi Arabia, the crown jewel, the epitome of democracy, the beacon of freedom in the East, the model of the rule of law, the example of constitutions and social justice, the oasis of good living and gender equality, the icon of elections and alternation of holding power, how can such a medieval country contribute to devising an advanced vision for a Syrian constitution? This rally is a black comedy,” he added.

Al-Jaafari affirmed that this so-called informal paper is totally rejected and is not worth the ink it was written with, because the Syrian people have not and will not accept solutions that are parachuted to them or brought on tanks.

He added that the authors of this informal paper have written it in an irresponsible manner that portrayed the political process in Geneva as if it has died, adding that the authors of this paper are trying to give the impression that they are trying to revive the political process in Geneva while in fact they seek to “kill it and attend its funeral” as the local saying goes.

He pointed out that this failed attempt seeks to undermine the Geneva talks, the Sochi Congress, and any prospects for the political solution in Syria, because this is consistent with its authors’ destructive policy in the region.

Earlier, the delegation held a new meeting with UN Special Envoy for Syria Staffan de Mistura at the UN HQ in Vienna.

The meeting comes as part of a new round of the intra-Syrian dialogue in the context of the Geneva political process.

On Thursday, the delegation held a meeting with de Mistura in addition to two separate meetings with the Director of Middle East and North Africa Department at the Russian Foreign Ministry Sergey Vershinin and the Executive Director of the UN Office in Vienna Yury Fedotov.

Washington Post busted for pushing totally FAKE NEWS about “seven words banned” in CDC budget documents

You’ve got to hand it to the unhinged establishment media.

They take it on the chin time and time again for publishing fake news about President Donald J. Trump and his administration. But they continue to allow themselves to be played, even as the last shards of their credibility fade away because they are so wedded to their Alt-Left ideology and Trump hate.

That’s loyalty to a cause, no matter how stupid and idiotic it is, considering that without credibility, eventually, they won’t have much of an audience.

The Washington Post is the latest outlet to get burned ginning up phony allegations against the Trump administration — a dishonor the paper is actually committing fairly routinely in the Age of Trump.

Late last week WaPo published a story claiming that the Centers for Disease Control and Prevention was being prevented by the Trump administration from using seven words and phrases — allegedly including “fetus” and “transgender” — because, you know, the Trump administration is full of Russian-controlled homophobes and haters. (Related: How the Washington Post lost its Pulitzer Prize by faking the news.)

The paper noted further:

Policy analysts at the Centers for Disease Control and Prevention in Atlanta were told of the list of forbidden words at a meeting Thursday with senior CDC officials who oversee the budget, according to an analyst who took part in the 90-minute briefing. The forbidden words are “vulnerable,” “entitlement,” “diversity,” “transgender,” “fetus,” “evidence-based” and “science-based.”

In some instances, the analysts were given alternative phrases. Instead of “science-based” or ­“evidence-based,” the suggested phrase is “CDC bases its recommendations on science in consideration with community standards and wishes,” the person said. In other cases, no replacement words were immediately offered.

After making its blanket claims, the story then attempts to muddy the waters a bit by stating that some terms supposedly prohibited in draft budget documents “had been conveyed verbally” in a meeting among career officials at the CDC — hard to verify. Still, the principal claim is that the Department of Health and Human Services, which oversees the CDC, wants the terms banned.

The only problem with this is that it didn’t happen — at least, not in the context of the Post’s story (Trump sucks, he’s a bigot, his people suck and are bigots, etc.).

As explained by National Review’s Yuval Levin:

What seems to have happened here involves two sets of circumstances. First, the budget office at HHS sent the various divisions of the department a style guide to use in their budget-proposal language and “congressional justification” documents for the coming year. That style guide, which sets out a standard style for everything from capitalization of the titles of key offices to some commonly disputed points of grammar and punctuation, also sets out some words to be avoided. These, I am told, are avoided because they are frequently misused or regularly overused in departmental documents (make of that what you will) and they include three terms on the Post’s list: “vulnerable,” “diversity,” and “entitlement.” The style guide does not prohibit the use of these terms, but it says they should be used only when alternatives (which it proposes in some cases) cannot be. 

He says further that he doesn’t remember using a style guide when he worked at HHS and the White House during the Bush years, but one person he spoke with suggested there was one in the Obama administration.

A more viable explanation for some of the more inflammatory words is “not that retrograde Republicans ordered career CDC officials not to use these terms but that career CDC officials assumed retrograde Republicans would be triggered by such words and, in an effort to avoid having such Republicans cut their budgets, reasoned they might be best avoided,” Levin added.

And if you don’t believe him, perhaps you’ll believe the director of the CDC, who tweeted there are “no banned words” at her agency.

Geneva, SANA — Head of Syrian Arab Republic delegation to intra-Syrian dialogue in Geneva, Bashar al-Jaafari said on Friday that the statement of the Riyadh 2 is totally rejected and we will not engage into direct talks as long as this statement introduced.

In a press conference following a session of talks with the UN Special Envoy to Syria, Staffan de Mistura, al-Jaafari added that the language used in the Riyadh 2 statement is preconditions and this contravenes the UN Security Council resolution No.2254.

“Therefore, we consider that the Riyadh 2 statement is totally rejected, especially since it does not take into account the political and military developments that took place since the days of the former envoy Lakhdar Brahimi. So we say that it is a return back and a desperate attempt from those who participated in the Riyadh meeting to bring us back to square zero to the days of Brahimi which means a serious attempt to undermine the mission of Special Envoy de Mistura,” al-Jaafari pointed out.

He went on to say that “during this tour, there was a serious focus by us and by the Special Envoy on the basic principles paper for the political solution, which is called the 12 principles paper. We presented this paper in March, and we asked the Special Envoy to bring it up to the other sides and to tell us their reactions on this paper as we called for adopting  this paper to be the basis for discussion.”

Al-Jaafari added that since March and till now several rounds of Geneva took place and in each round of them, Syrian Arab Republic delegation was asking the Special Envoy about the basic principles paper and the answer was “I keep it in my pocket, alive.”

He pointed out that “we insist on the basic principles paper because it is the entrance to building national trust, which is the basic approach that facilitates finding solutions to the coming issues and simply this paper aims to build common denominators of national character and constitute a test of the intentions of all.”

“We noted with regret that the Special Envoy has exceeded his mandate by bringing up his own paper on the delegation of the Syrian Arab Republic and he asked to adopt it to be a basis for the discussion which is procedural exceeding to his mandate as a mediator and we do not negotiate with the mediator,” al-Jaafari asserted, adding that “we have a strong procedural position based on the rules of  work in the United Nations, especially since we have submitted our paper last March, nine months ago and it is still in the pocket of de Mistura.

Responding to journalists’ questions, al-Jaafari said that he reminded de Mistura that the delegation of the Syrian Arab Republic has presented the basic principles paper that was submitted previously to former envoy Lakhdar Brahimi, adding that if that paper had been taken into consideration, we would have saved a lot of effort.

On de Mistura’s announcement to extend the talks until December 15, al-Jaafari said that “for us as a government delegation, the round of talks has ended and we will leave Geneva tomorrow. As for de Mistura, he announces what he wants and we officially informed him that we will leave tomorrow for Damascus and he invited us last night to a new round in Geneva.”

He affirmed that those who drafted the language of the Riyadh 2 statement were seeking to undermine the mission of the Special Envoy.

About the possibility of the delegation returning to Geneva next Tuesday, al-Jaafari said that “it is Damascus that will decide that.”

“The Geneva process is not in a vicious circle, as we have already met several times and we have done a lot of papers and agreed on an agenda called the four baskets, and we have achieved a lot in Geneva and Astana, including the de-escalation zones which are a result of the Astana process, but Sochi Conference is another opportunity to make further progress and we must not give the wrong message that there is a failure in these tracks,” he said.

He pointed out that the language of Riyadh 2 statement will be considered by the Syrian government and a number of states as a step backward because it contains preconditions, and according to the Special Envoy no one should pose preconditions, adding that the statement is provocative and politically irresponsible and does not suit the aspirations of the Syrian people regarding these talks, and as long as the other party complies with the Riyadh 2 statement, there will be no progress.

Al-Jaafari pointed out that there are daily military victories against terrorism and Syria is close to achieving total victory over Daesh (ISIS) terrorist organization, stressing that the Syrian government is ready to go to any place that may help in achieving progress that fulfills the aspirations of the Syrian people nationally, noting that “we practice high-level national policies to protect our people and our land, and we are not in a political game.”

On the proposals of the Syrian National Dialogue Congress to be held in Sochi, al-Jaafari said that this topic was discussed with de Mistura, but the discussion was tangential and not a main part of the talks at Geneva.

On Syria’s position on the so-called “local councils” elections in the north of the country, al-Jaafari said that there is no such thing as Kurdish areas in the north of Syria; there are only Syrian areas and Syrian Kurdish component, stressing that any unilateral action taken without coordination with the Syrian government is absolutely unacceptable, adding that Syria has a local state administration that has been in the constitution since 1973, and there are the People’s Assembly and other state institutions where everything can be put forward, but the last reference point is the Syrian state.

Later, al-Jaafari told al-Mayadeen TV channel that the “Riyadh 2” statement was drafted by their operators, and that the Saudi authorities wanted to undermine the political solution and sought to impose its agenda.

He said that de Mistura should have stepped in and told those who drafted the statement that they’re endangering the Geneva round, so he is partly responsible for this mistake, but the Saudi policy is what led to this position as the Saudis don’t want the political solution to succeed.

As for the de-escalation zones agreement, al-Jaafari said that the problems in this regard are caused by Israel, Jordan, the US, and Turkey that circumvented what was agreed upon in Astana regarding Idleb and sent military forces, tanks, artillery, and troops in violation with the agreement with the Russian and Iranian guarantors.

Thomas Heatherwick does totally tubular, totally mind-blowing repurposing of grain silos

Silos in Capetown are turned into South Africa’s biggest art museum.

When I was a kid growing up in Toronto, the entire waterfront smelled like soybeans, which were stored and processed in the giant silo complex that is still sitting there. For years there have been plans and proposals for renovating them but nothing ever came of it. Buffalo across the lake is loaded with silos. We have shown schemes in Philadelphia that never happened.

But in Capetown, South Africa, designer Thomas Heatherwick has not just raised the bar for silo conversions, he has changed it forever. He describes the the Zeitz Museum of Contemporary Art Africa, or Zeitz MOCAA, as “the world’s tubiest building.” He tells Dezeen:

“It became like archaeology, like excavating out gallery spaces, but not wanting to obliterate the tubularity completely. We realised we needed to do something that your eye couldn’t instantly predict,” he explained. “Our role was destructing rather than constructing, but trying to destruct with a confidence and an energy, and not treating the building as a shrine.”

It is really quite amazing, cutting away parts of the tubes and polishing their edges. I am not quite sure what is holding them up when they are just hanging there with nothing underneath, but there they are. It is a great gesture. Most of them were removed to create gallery space. “The curator was quite clear that the tubes were pretty rubbish for showing art in,” but those that were retained show a whole new way of dealing with these wonderful relics.

So many cities have silos, and many are under threat. The wonder of this project is that it demonstrates how they can not only be preserved, but tuned into architectural wonders.
