Oregon Deputy Filmed Repeatedly Punching Restrained Man

A sheriff’s deputy in Oregon has been reassigned pending an internal investigation after a man was violently beaten during a Monday arrest that was caught on video.

The footage, captured by Portland’s KGW-TV, shows a man being forced to the ground and restrained by four Marion County Sheriff’s Office deputies. One of the deputies repeatedly punches the man while he is pinned to the ground. The man can be heard pleading with the officer to stop hitting him.

It appears the deputy delivered more than a dozen blows to the man’s head during the arrest, which occurred outside a post office in Detroit, Oregon.

The suspect, who police have identified as 28-year-old Kevin Straw, was allegedly in possession of a large knife at the time of his arrest. Straw, whom police have described as a transient, was ultimately cited for interfering with a police officer and resisting arrest. He was reportedly taken for medical treatment and a psychological evaluation.

According to The Oregonian, deputies responded to a call about a man who kept yelling while emergency responders were coordinating a search for two missing fishermen. Straw had reportedly been trying to warn searchers about cougars in the area. He was allegedly told to leave at least twice by deputies prior to his arrest.

The missing fishermen, The Oregonian reported, were later found safe.

On Tuesday, the deputy seen striking Straw was taken off patrol duty.

He “has been temporarily reassigned within the enforcement division to a non-patrol assignment until the review of the arrest is completed,” said a statement from the Marion County Sheriff’s Office.

The American Civil Liberties Union is calling for the Marion County District Attorney’s Office to launch an investigation.

“That video is disturbing,” David Rogers, executive director of the Oregon ACLU, told WKYC News. “It’s violent. Honestly, if that does not represent excessive use of force, I’m not quite sure what does.”

Family Of Black Florida Man Killed By Sheriff's Deputy Awarded A Measly 4 Cents

A federal jury determined that the family of a black man killed in his home in Florida by a sheriff’s deputy after being called for a noise complaint would receive only 1 percent of the $4 awarded in damages. 

The St. Lucie County Sheriff’s Office was found partly liable in the 2014 shooting of Gregory Hill Jr., the jury determined last week. Ken Mascara, the sheriff, was found to be only 1 percent liable, given that Hill was under the influence of alcohol. Deputy Christopher Newman, who shot Hill, was found not liable. 

The jury decided Thursday to award a grand total of $4 in damages: $1 to his mother to cover funeral expenses and $1 to each of his three children. 

Newman and another deputy were sent to investigate a complaint about noise coming from Hill’s garage. Hill opened the garage door, then started to close it. Newman shot Hill three times, claiming Hill was holding a gun ― which is still in dispute. An unloaded gun was later found in Hill’s back pocket. His family filed a wrongful death lawsuit in 2016.

“That a black child’s pain is only worth a dollar is exactly the problem with the plight of the African-American right now,” John Phillips, the Hill family’s attorney, told CNN. “This says black lives don’t matter.”

“Deputy Newman was placed in a very difficult situation, and like so many fellow law enforcement officers must do every day, he made the best decision he could for the safety of his partner, himself, and the public, given the circumstances he faced,” Mascara said in a statement. “We appreciate the jury’s time and understanding and wish everyone involved in this case the best as they move forward.”

WATCH: Deputy Tortures Man in Restraint Chair, Repeatedly Tasers Him in the Groin—No Charges

Polk County, GA — Disturbing footage has just been released this week showing the incident that led to a Georgia jail supervisor being charged multiple felonies. In the video, Deputy Harry Dallas Battle is seen repeatedly tasering a man in the mid section while he is strapped in a restraint chair—a clear act of torture.

The man being tortured, Brandon Coffman has filed a federal civil rights lawsuit against the jail after he was left permanently injured by the incident. After being seen on video torturing a restrained man on July 7, 2016, Battle was arrested the following August.

According to the Georgia Bureau of Investigation, Battle was charged with battery, making a false statement, and violation of oath of office.

However, even though Battle was charged after investigators watched the video, when the Polk County Grand jury heard the matter, it did not return an indictment.

After torturing an entirely restrained man—on video—and lying about it in his report, the deputy escaped all charges and was allowed to quietly resign from the sheriff’s department.

“Dallas took his taser, took the cartridge out of his taser and dry stunned Mr. Coffman while he was strapped in his chair,” the deputy in the room with Battle told Coffman’s attorney.

“As you can see from the photos,” Coffman’s attorney noted, “he suffered several burns, not just electric shocks going through your body—but the burn of the taser as well.”

Indeed, as the graphic photos show, Coffman suffered multiple burns all over his mid section revealing the horrifying nature of his torture.

Had it not been for Coffman’s attorney, Harry Daniels, the public would have never seen this video. After watching it, one is left questioning how on earth a grand jury would return a No Bill.

As the video begins, Coffman is seen strapped to a restraint chair. Next to him is another inmate who is also in a restraint chair. Although the reason for the inmates being placed in the restraint chair is unclear, what is entirely clear is that neither of them posed any threat whatsoever.

As Coffman sits entirely helpless in the chair, deputy Battle repeatedly tasers him on his bare skin for absolutely no reason. In what looks like a scene out of a horror movie, as he tasers him, the deputy moves in, grabs Coffman’s leg and puts his head next to his victim’s as if he is getting off on it.

Another video, also obtained by Daniels, shows Battle herding inmates around with the taser in their backs. The use of a taser in this fashion is not only unjust, but against all taser policy.

“Battle walks around Polk County Jail with tasers on inmates. He walks around with the taser out. It’s a show of force,” Daniels said. “It’s just like on officer on the street walking around with his gun out. That is completely against our society and morality.”

Police torturing other human beings with tasers, while they’re strapped in restraint chairs, is something that should never happen in the ostensible land of the free. Sadly, however, as TFTP has reported, it does.

Naturally, Norris squirmed as 50,000 volts ran through his body. His movement seemed to provoke the deputies who responded with more taser strikes.

At one part in the video, you can hear a deputy tell Norris, “I’ll keep doing that until I run out of batteries.”

These are just two of the incidents which were caught on video. How many more of these exist that have been swept under the rug?

Deputy Arrested After He Sexually Assaulted a Child in a Panda Express, On Video

San Diego, CA — A uniformed sheriff’s deputy was arrested last week after he was caught on video sexually assauling a 14-year-old girl inside a Panda Express restaurant. Although he originally got away with it, one of his fellow cops was the one to turn him in.

Deputy Timothy Wilson Jr. was arrested last Friday and booked into the San Diego Central jail on a felony charge of a lewd act on a child.

Earlier this year, on March 21, Wilson was seen on the restaurant’s surveillance footage walking inside, sexually assaulting the child, and then running out. The 14-year-old girl was waiting in line when the assault took place.

As NBC 7 reports:

A surveillance camera positioned above the entrance of the restaurant showed how the man walked in and took his place in line.

He stood with both hands in his pockets for about 15 seconds before he was seen taking a step forward and reaching out with his left arm and apparently grabbing the victim out of the frame.

After he assaulted her, the video shows Wilson running out to his black sedan and driving away.

“It was scary knowing that if I go out that he was still out there and he could come again,” the 14-year-old said.

For nearly two months, Wilson thought he’d gotten away with the assault. However, one of his fellow cops saw the video and recognized him.

“It is very disappointing we are still in shock,” said Jenna Tanais, the victim’s mother. “That someone in his position would betray the community’s trust like that.” 

The victim shared her story with NBC 7 after the incident as a means of trying to catch the predator and so that others may speak up if they have fallen victim to this man’s abuse.

“I was kind of not sure about it because I am shy and it was like weird,” she told NBC 7 on Friday. “But I was thinking how it can help a lot of people and so I was like, ‘Ya, I need to say it.’”

Luckily for her, it worked and a predator is now off the streets.

“On May 9, a sheriff’s employee recognized Timothy Wilson Jr. as a possible lookalike suspect,” San Diego Sheriff Bill Gore said.

When asked why it took them so long to find the predator while he was in their own ranks, Gore said that the cop who turned him in did so as soon as he saw the video.

According to police, Wilson is a 10-year veteran of the department. He has been placed on unpaid administrative leave pending the outcome of the criminal case. He’s is currently being held on a $200,000 bond.

“It’s kind of sad because he is supposed to be someone that will protect people, but instead he is doing that,” the victim said.

“We raise our kids to trust the police and go to the police if you are in trouble and it is really a sense of betrayal that your child is being victimized by the people she is supposed to trust,” Tanais said.

As TFTP has reported, there are countless incidents in which police officers abuse this trust and prey on society’s most vulnerable. Sadly, many of the officers involved in these abuses are never held accountable either.

Just last month, Rafael Martinez Jr., a now-former Camden County cop was found guilty of having sexual relations with and impregnating a child. This was confirmed with DNA evidence and the officer himself admitted it. However, he was not sentenced to a single day in jail. Let’s hope for the sake of the victim in San Diego, that Wilson does not receive the same special privilege.

‘Open support for terrorism’: Turkish deputy PM slams Macron’s pro-Kurdish statement

Emmanuel Macron met a delegation from Syria on Thursday, which included the YPG, the Kurdish militias, as well as the Kurds’ political arm, the PYD. The president’s office later released a statement of support for the Kurd-dominated Syrian Democratic Forces (SDF), which played a key role in the US-led coalition’s effort to crack down on jihadist group Islamic State in northern Syria.

“The president… paid tribute to the sacrifices and the determining role of the SDF in the fight against Daesh,” the statement said, referring to the jihadists by their Arab-language abbreviation.

“He assured the SDF of France’s support for the stabilization of the security zone in the northeast of Syria, within the framework of an inclusive and balanced governance, to prevent any resurgence of Islamic State.”

The statement did not elaborate on how exactly Paris plans to support the SDF, but PYD member Khaled Eissa told Reuters after the meeting that Macron promised to send more French troops to the area, provide humanitarian assistance, and push for a diplomatic settlement of the conflict between the Kurds and Turkey.

Ankara considers the YPG to be an extension of the Turkey-based Kurdish militant group PKK, which for decades has fought a guerrilla war against the Turkish government. Turkish forces are currently conducting a military operation in north-western Syria, targeting Kurdish militias while Turkish officials repeatedly threatened to move further east along the border.

France’s public support of the YPG angered Ankara, with President Recep Tayyip Erdogan announcing a further military crackdown on Syrian Kurds on Friday, potentially going further into Iraq. He warned that while Turkey had no intention of harming the troops of its NATO allies deployed in Syria, he would not allow their presence to serve as protection for “terrorists.” He also rejected France’s mediation between Ankara and the YPG.

Earlier, Turkish Deputy Prime Minister Bekir Bozdag said the French statement was an act of “open support for terrorism, terror groups, and terrorists; an attempt to legalize terrorist groups; and clear cooperation and solidarity with the terror groups attacking Turkey.” The remarks posted on his official Twitter account also warned that those supporting terrorism “will become a target of Turkey” and that he hoped that France would not take “such an irrational step.” 

The diplomatic spat between Paris and Ankara comes just as the US, another principal supporter of the Syrian Kurds, is considering the withdrawal of troops from Syria. “We’re coming out of Syria very soon. Let the other people take care of it now,” President Donald Trump said in a speech on Thursday.

A Pentagon plan to forge a “border security force” in northern Syria triggered the Turkish military operation targeting the Kurdish enclave of Afrin in January. The Kurdish town of Manbij, where US troops backing the SDF are stationed, was repeatedly named in Ankara as a possible target for a Turkish offensive.

After Mass Shooting, Deputy At Same High School Found Sleeping In Patrol Car

Parkland, Florida – When a mass shooting occurs at a school, the assumption may be that the school will go on to increase its security with the hope that such an event will not happen again. But the opposite seems to be occurring at Marjory Stoneman Douglas High School after a deputy who was supposed to be guarding the campus was found sleeping in his patrol car.

The Miami Herald reported that the Broward County Sheriff’s Office has launched an internal affairs investigation into Moises Carotti after he was found sleeping in his patrol car while he was supposed to be guarding the building where 17 students and teachers were killed last month after a suspended student reportedly entered campus and opened fire.

Another officer who was patrolling the campus was notified by a student that Carotti appeared to be sleeping in his car, and when the officer went to check on Carotti and confirmed the report, he called for a replacement.

“The sergeant responded to the marked patrol vehicle, which was parked on the Northwest corner of the 1200 building. He knocked on the window to get Carotti’s attention, who appeared to be sleeping,” a statement from the Broward County Sheriff’s Office said.

At the same time that Carotti was napping in his patrol car, Local 10 News reported that the brother of the suspect in the recent shooting, Zachary Cruz, was found riding his skateboard on campus. Although he had been told multiple times to avoid the campus, Cruz claimed he wanted to “reflect on the school shooting and soak it in.” He was then involuntarily committed under the Baker Act for the second time since the shooting.

Two students were then arrested at the high school on Tuesday for bringing knives to school. BSO spokeswoman Joy Oglesby said Jordan Salter, 18, pulled a 2-inch folding knife from her bra and showed it to a student who was making “sexual remarks she found insulting,” and Gavin Stricker, 16, had a 9-inch knife in his backpack that he was showing to students on the bus.

A third student is undergoing “a psychological evaluation” after he was reported for posting images on Snapchat showing off a gun in his waistband, bullets and threatening another student.

When the shooting at Marjory Stoneman Douglas High School was first reported, it left many wondering how a student who had already been suspended and who had been reported by multiple students after they heard his threats to commit mass murder in the form of a school shooting, could just walk onto campus without anyone alerting security.

Suspected gunman Nickolas Cruz was not alone—he was transporting guns, ammunition and body armor when he entered the campus. A teacher who witnessed the shooting said she initially thought the shooter was a police officer because he was dressed in full body armor, and was carrying a rifle she had never seen before.

While the shooting occurred inside the school, former deputy Scot Peterson can be seen on surveillance footage standing outside of the building and refusing to go inside and confront the shooter, even after he said over his police radio, “Be advised we have possible, could be firecrackers, I think we have shots fired, possible shots fired—1200 building.”

After Peterson received national media attention for his conduct during the shooting, it may be assumed that the deputies guarding the school would be more alert and aware that they are being watched. However, the latest case of a deputy caught sleeping on the job serves as a reminder that Broward County Sheriff’s deputies have a long history of corruption.

It should be noted that while Moises Carotti has been suspended and he is being investigated, he is still receiving his full salary, which means that taxpayers will still be funding his naps until the investigation is completed.
