Study Shows One State Has Robbed Its Citizens of $42 Million Just to Cover Up Police Crimes

The results have been released in a two-year investigation into police conduct in the state of New Jersey, and it has revealed a system of rampant corruption that has cost taxpayers more than $42 million to cover up the actions of killer cops in the last decade.

The money was used to settle lawsuits from more than 200 citizens over things such as wrongful deaths, physical abuses, sexual misconduct and harassment. According to the investigation, which was conducted the Asbury Park Press, not only did the majority of the officers never face charges for their actions—they often kept their jobs and were later promoted.

Nearly 65,000 internal affairs complaints have been filed since 2011, and only 226—which is less than 1 percent—resulted in the officers being charged with a crime.

The officers who resigned often received compensation, even when it was their deadly or corrupt actions that led to their resignation in the first place. The report claimed that taxpayers shelled out more than $700,000 to 68 officers as compensation for their quiet resignations. Three of those officers went on to become “gypsy cops,” a phenomenon documented by The Free Thought Project that occurs when officers commit heinous offenses, and then simply transfer to a new department.

The investigation is notable because the majority of the corruption has gone on behind closed doors. As the Asbury Park Press reported, “the damage is concealed by government officials who use a veil of secret settlements and nondisclosure agreements to silence victims.” 

“Investigations of rogue cops are routinely hidden from the public by police, elected officials and even the courts. The secretive payouts that keep abuses quiet are a vital part of a system that enables bad cops to do their worst. The secrecy starts at the police department and rises through the highest levels of government. Some of the state’s largest cities and insurance carriers refused to release government documents that are at the core of the rogue cop problem. But the tens of millions of dollars paid to settle hundreds of legal claims are not the worst part. Many of the bad cops remain on the street.”

One of the officers highlighted in the investigation was MD Kahn. He was involved in a police chase on June 4, 2017, when the car officers were pursuing crashed into another car, causing it to catch on fire. Miguel Feliz, an innocent father who was in the wrong place at the wrong time, caught on fire along with his car after he was the victim in the crash.

When a bystander, who was filming the scene, saw Feliz scrambling to take off his burning clothes, he called out to the officers to help him. As TFTP reported, they did the opposite, and “after police rapidly approached the man, with guns drawn, they began kicking him in the ribs and head, apparently mistaking him for Pinkston. It was only after kicking and beating him that they then decided to drag him away from the flames of the burning vehicle.”

The investigation noted that Khan’s actions on that day could have been avoided if he had actually faced consequences for the incident that landed him in jail in February 2016. Khan was arrested for threatening to shoot his brother-in-law and punching him in the face so hard that he caused “serious facial injuries and a possible fractured” eye socket and jaw.

Khan has now been charged with 13 counts, including attempted murder, aggravated assault, official misconduct and possession of a weapon for an unlawful purpose. Feliz has filed a lawsuit for $25 million for excessive force after the incident left his body permanently damaged.

New Jersey is one of six states that does not require a license for its police officers, and that also does not have an official method to ban officers for breaking the law. The Park Press noted that the state is made up of 466 municipal police departments and each one has “a unique political culture and an internal affairs system that is rarely overseen by outsiders.”

In 2014, a study found that police officers in New Jersey were more likely to file lawsuits against police departments than the average citizen, and the lawsuits filed by officers were noticeably more expensive for taxpayers.

Three U.S. siblings found dead in Mexico in 2014 were executed by Mexican marines and a border mayor’s paramilitary security team, the country’s National Human Rights Commission said Thursday.

Erica Alvarado Salinas, 26, Alex Alvarado, 22, and Jose Angel Alvarado, 21, all American citizens, disappeared on October 13, 2014, while visiting their father in El Control, a small town near Matamoros, a Mexican city in the dangerous state of Tamaulipas, across the border from Brownsville, Texas.

The siblings were en route to their mother’s home in Progreso, Texas, but they never made it across the border.

A Well Known CIA Pilot Claims That The Moon Has 250 Million Citizens

You may think it’s quite ludicrous to even contemplate that the Moon could be harbouring as many as 250 million citizens, but it’s not. Although this may not be true, those who have looked into it know that strange anomalies have surrounded the Moon for decades. “Contemplation without investigation is the height of ignorance,” a quote attributed to Einstein holds true here. If you actually do some independent research, you might be quite shocked with what you find, especially when it comes to the credibility of the sources.

As far back as 1970, two well-respected members of the Soviet Academy of Sciences, Michael Vasin and Alexander Shcherbakov, created a hypothesis suggesting that the Moon is a spaceship created by unknown beings. Fast forward to today, and we have former high-ranking members of the military and intelligence agencies sharing their knowledge with regards to strange things that are happening on the Moon. A few examples are listed in the articles linked below.

Take for example Timothy Good, one of the world’s leading UFO researchers, who has lectured at universities, schools, and many organizations, including the Institute of Medical Laboratory Sciences, the Royal Canadian Military Institute, the Royal Geographical Society, the Royal Naval Air Reserve Branch, the House of Lords All-Party UFO Study Group, and the Oxford and Cambridge Union societies.

Good says that a former member of MI6 revealed her conversation with Neil Armstrong at a NASA conference, when he confirmed there were “other” spacecraft on the Moon when Apollo 11 landed in 1969. Armstrong also confirmed the CIA was behind the coverup. He also goes into more detail about it in this 2013 lecture.

Dr. John Brandenburg, the Deputy Manager of the Clementine Mission to the Moon, which was part of a joint space project between the Ballistic Missile Defence Organization (BMDO) and NASA, has also made some fascinating revelations. The mission discovered water at the Moon’s poles in 1994 (Source: page 16 of 18)(source)(source). But, according to Brandenburg, the Clementine Mission had an ulterior agenda:

“The Clementine Mission was a photo reconnaissance mission basically to check out if someone was building bases on the moon that we didn’t know about. Were they expanding they expanding them? . . . Of all the pictures I’ve seen from the moon that show possible structures, the most impressive is a picture of a miles wide recto-linear structure. This looked unmistakably artificial, and it shouldn’t be there. As somebody in the space defence community, I look on any such structure on the moon with great concern because it isn’t ours, there’s no way we could have built such a thing. It means someone else is up there.”

The quote above comes from the documentary, “Aliens on the Moon.”

Members of the Society For Planetary SETI Research (SPSR) have recently published a paper in the Journal of Space Exploration about certain features on the far side of the moon that appear in the crater Paracelsus C. Titled “Image Analysis of Unusual Structures on the Far Side of the Moon in the Crater Paracelsus C,” it argues that these features might be artificial in origin, meaning someone other than a human being built them and put them there. It suggest that life could be contained within the moon as well.

Keep in mind that there is an entire side of the moon we can never see, unless we use probes. A new study published in the Journal of Space Exploration titled “The Mounds of Cydonia: Elegant Geology, or Tetrahedral Geometry and Reactions of Pythagoras and Dirac?” has added to the already robust evidence pointing to “artificial surface interventions” on Mars. The paper also mentions that it adds to the evidence which exists already that strongly point to artificial surface interventions.

So you see, you’re not crazy if you see a headline above and actually contemplate if it’s true or not.

German far-right ‘Reich Citizens’ planning own army, preparing for ‘Day X’ – reports

The stunning revelation came into the spotlight earlier this week after Germany’s Focus magazine published a report citing an assessment of the domestic intelligence agency, the BfV.

Responding to Focus’ request for comment, the BfV, the agency in charge of monitoring extremist groups threatening constitutional order, said the number of Reichsbuerger (Citizens of the Reich in German) members had grown to 15,600 as of January – with the figure marking a dramatic increase of more than 50 percent within one year.

The highest number of extremists is in Bavaria, where the authorities recorded about 3,500 “Reich Citizens.” The former hotbed of German Nazism is followed by the state of Baden-Wuerttemberg with 2,500, and North Rhine-Westphalia with 2,200 members. Further down the list are Lower Saxony with 1,400, and Saxony with 1,300 Reichsbuerger.

In addition, the extremist movement is reportedly nurturing plans to set up an armed wing and stage violent acts, Focus reported. “They have begun preparing themselves for Day X,” an unnamed security official told the magazine, allegedly referring to a day of reckoning or uprising against the government.

The Reichsbuerger, a loose association of nationalist groups spread across the country, believe that modern-day Germany and its political institutions are run by a puppet government installed by the victors in World War II, which makes them illegitimate.

Many members of the group are considered to be on the extreme right. They maintain that the old German Reich – which ceased to exist in 1945 after the capitulation of Nazi Germany – should be restored in its pre-1937 borders, which included large swathes of land in Poland, Czech Republic and other neighboring countries.

In the past, members of the Reichsbuerger movement were often perceived as eccentric conspiracy theorists, but a string of attacks on police prompted the German government to take aim at the extremists.

The radical movement made headlines both nationwide and internationally in October last year, when a 47-year-old gun enthusiast, Wolfgang P., shot and killed a rapid response police officer on his doorstep.

On the day the shooting happened, police officers arrived at Wolfgang P.’s house in the Bavarian town of Georgensgmuend, when the man, already armed with a loaded shotgun and wearing a kevlar vest, began shooting, firing 11 rounds in total. Three officers were injured, and one would later die in hospital.

In August 2016, Adrian Ursache, a former Mr Germany winner, opened fire at officers and was injured during a police raid on the house belonging to his parents-in-law, which he had proclaimed an autonomous state, ‘Ur’. In May 2014, police in Rhineland-Westphalia arrested the self-declared ruler of an imaginary state called ‘Germanitia’.

A former CIA pilot shocked the public with his statement that the Moon is actually a livable place with over 250 million citizens.

The former CIA pilot, John Lear, has been quite famous among the conspiracy theorists.

“Everything you heard about the Moon is a lie,” exclaimed Mr. Lear.

He said he has discovered secret structures on the Moon and furthermore, showed some images that allegedly show proof of these artificial formations.

Amateur astronomers have recently recorded something that looks like a holograph projection of the Moon’s surface.

There are many conspiracists that believe that some kind of a science or technology is hiding the structures on the moon. So, this holographic technology might actually be the one that covers them up.

The first visits to the Moon most probably happened thanks to the Tesla’s antigravity craft.

I can’t prove this of course or I’d be dead already. I can’t show you a picture of the USS Enterprise up there now. It’s just what makes sense knowing the technology gained after the US government pumped billions or trillions into all of Tesla’s research,” claims Lear.

In Lear’s video, you can observe some photos taken from an observatory in 1946. They apparently show a big catastrophe that happened north-west from the Endymion crater.

He further continues explaining how the Moon was made inside of Jupiter 40 million years ago. Allegedly, during the last ice age, 15,000 years ago, the electromagnet trajectory was stuck in the Earth’s orbit. Thus, he claims, the big cities, civilizations and bases on the Moon started showing up.

Lear described the Moon’s citizens as humanoid aliens. He also said that among them there is also the race of the Greys, but they live under the Moon’s surface, working in enormous laboratories.

To sound even weirder, he said that the Earth is actually a planet-prison that serves as a place for punishments. There are millions of others planets like Earth, he stated.

John Lear has some unbelievable ideas and claims, so it’s not strange he is being a subject of constant jokes among the rationalists.

However, this former CIA pilot was also a former captain of the US air forces. He has operated more than 100 different planes and has many certificates that prove his expertise.

State Department ridiculed on Twitter after it warns citizens against travel to Russia

The US State Department found itself the focus of social media jibes after an overhaul of its travel safety warning system downgraded Russia to the same category as Mauritania, Sudan and other trouble spots.

The move, explained as “due to terrorism and harassment,” comes at a time of heightened tensions between Washington and Moscow and just five months before Russia hosts the 2018 FIFA World Cup.

The new State Department classification sees countries divided into four zones, when it comes to personal security. Russia has been bundled into the “orange” category (the 2nd most dangerous of the quartet), meaning US citizens should “reconsider travel” to this destination.

Twitter was ablaze on Thursday and Friday with condemnation of Russia’s “orange” status. For instance, Mark Galeotti, a pundit at US State Broadcaster RFE/RL described it as “absolutely ridiculous.”

“Whether a political move or stupidity, truly ludicrous,” the Russia watcher commented.

The State Department itself claims the changes are part of an “effort to streamline information on threats overseas and present it in a clearer, more direct fashion” at a “time of increased travel – 2017 was on track to be a record year for the number of Americans travelling abroad. In 2016, there were over 80 million Americans who went overseas.”

Some users have suggested the decision may be more political than practical.

Leonid Ragozin, an author at Lonely Planet, protested “if travel advisories are a tool of punishing countries for aggressive behavior, of which Russia is clearly a culprit, then fair enough. But if the idea is to provide accurate info for citizens, then it is a piece of garbage.


Comment: Here’s a clue for you, Leonid. The State Department isn’t about providing accurate info for citizens, and that includes lies about Russian aggression.



Ukraine, currently enduring a civil war in its east and frequent social unrest in the capital, is placed in the yellow band, which only requires Americans to “exercise increased caution.” Meanwhile, Kosovo, a partially recognized
entity associated with human-organ trafficking, widespread corruption and organized crime is also considered safer than Russia.

Crucially, both Kosovo and Ukraine are US allies, whereas Russia is regarded one of the top foes in Washington amid unproven allegations of election meddling and geopolitical tensions in Europe and the Middle East.

The advisory includes a warning that “terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, and local government facilities. Bomb threats against public venues are common,” which could equally be applied to any other major European country these days including Germany, France and the United Kingdom – all of which have category two safety grades.

As reporter Fabrice Deprez pointed out, the French Foreign Minister has declared Russia “all safe, except for the South (sic) Caucasus.” The North Caucasus, located in the south of Russia, is a region where counter-terrorism operations are frequent.

The State Department also advised against travelling to Crimea. “The US government is unable to provide emergency services to US citizens travelling in Crimea as US government employees are prohibited from travelling to Crimea,” it contends. However, Russian authorities do not prohibit US government employees from visiting the peninsula. Instead, it is actually the US government which has introduced the ban, for its own reasons.

Russian Foreign Ministry spokeswoman Maria Zakharova called the move “another unsubstantiated statement, whose primary goal is to trigger another round of anti-Russian hysteria in the US, and to cultivate blind fear of Russia among Americans.”

Foreign travelers to Russia spoke of experiences that were far from scary. Ciaran Deely, from London, explained: “In Summer 2017 I travelled [for] 3 weeks [on] the Trans-Siberian Railway through [St] Petersburg, Moscow, Vladimir, Suzdal, Nizhny Novgorod, Perm, Yekenterenburg, Irkutsk, Lake Baikal, Ulan Ude… and can honestly say not once did I feel unsafe. Welcoming people! Far more danger in London or Dublin.”

The renowned Ukrainian pianist Valentina Lisitsa recalled a 2017 visit. “Sevastopol. Taking city walks at 2am, myself with my kid, to feed dozens of cats. Using [a] flashlight on dark street stairs and alleys without fear of strangers in the dark. An eerie feeling of time travel back to USSR, where, as a kid, the fear of strangers or crime didn’t exist. (),” she wrote. Lisitsa compared it to her first visits to the US. “And then the culture shock of America: no, it’s not a good idea to take a walk in downtown Miami – or NYC Central Park after dark. And we thought [it was] Soviet propaganda and scare tactics when we read about it.

Meanwhile, Donal McAllister, an Oman-based Irishman, gave a slightly different testimonial. “Other than usual slightly menacing taxi drivers at [the] airport, [I] have to say [I] loved walking around Moscow, amazing city. At night, felt more uneasy but never had any hassle.”

Hunter Cawood, an American in St Petersburg, also disagreed with the State Department. “I’ve lived in Russia for a year and a half now, and I can genuinely say that I’ve never once felt unsafe,” he said.

And Michael Boyle, from Arizona, echoed his compatriot. “Very safe everywhere from St Petersburg to Irkutsk (including the Trans Siberian Railroad). The only questionable place was the St Petersburg-Moscow overnight train but even that was safe if you weren’t an idiot looking for trouble,” he tweeted.

London-based Chris McNee was even more positive: “I travel every few months to Russia and feel always very safe. More so than Paris London or NY. Worked all over and, touch wood, never really a problem.”

If you are a subscriber to the streaming service Netflix, you may be aware of a new futuristic series produced by the media company itself called “Black Mirror.”

A recent episode features a “terrifying vision of machines” — that is, robots — that were stalking humans. The episode, titled “Metalhead,” features robotic machines that are eerily similar to those currently in development by technology companies. Only a truly gullible individual would believe these robots are not being developed as weapons to use against human beings.

Pretty neat, huh? Or is it?

Just imagine if one of those things was coming after you? Or maybe a “pack” of robotic dogs? Or other robots? How would you defend yourself if you left yourself defenseless?

How would humans survive — especially those who had no means of self-defense?

The answer is self-evident: They wouldn’t.

The fact is, if you’re someone who is simply gun-averse, that is, of course, your right, but in choosing the path of vulnerability to threats, you are literally putting your life on the line and betting that someone else with a gun — a cop, a soldier, a neighbor — will be around to protect you when these things come calling. And increasingly, more experts believe they will, eventually.

You can easily see the advances that researchers have already made in robotics. The “dog” in the video above is going to be considered primitive in just a few short years, mark my words, which means the capabilities of robots will only improve dramatically from here on out.

Now, pair these menacing machines with artificial intelligence that learns from human behavior and interaction, and the threat becomes much more real, doesn’t it?

For years Tesla founder Elon Musk has been warning anyone who will listen that the threat from AI is real and it’s growing. In fact, he believes AI is a threat that could become “more dangerous than nukes,” according to an interview he gave to the U.K.’s Daily Mail in January 2015.

“The potential benefits are huge, since everything that civilization has to offer is a product of human intelligence; we cannot predict what we might achieve when this intelligence is magnified by the tools AI may provide, but the eradication of disease and poverty are not unfathomable,” Musk, along with scientist Stephen Hawkings and others, wrote in an open letter to the AI development community.

That said, “our AI systems must do what we want them to do,” the letter continued.

But how do you ensure that AI systems do what we want and not what they want?

Earlier, Hawkings warned, “The development of full artificial intelligence could spell the end of the human race.”

He noted further that mature AI systems will “take off” on their own and “redesign” themselves “at an ever-increasing rate.”

“Humans, who are limited by slow biological evolution, couldn’t compete and would be superseded,” he further warned.

Who’s to say Hawkings, Musk, and others are wrong? If you look at the maturation of technology just in the last decade alone, it’s mind-boggling.

Ten years ago we didn’t have the kind of functional computing power we could hold in our hands, but we do now in every smartphone made. A decade ago automobiles weren’t “wired,” but today they are. And AI was just in its infancy.

Without the ability to protect yourself from the rise of the machines, you’re just going to become another casualty. And humanity will fade into extinction.

It could just be that the Second Amendment, at least for Americans, winds up saving humanity. Think about it.

2017 Was Safest Year for Cops in Nearly 50 Years—But Citizens Killed by Cops are at Epidemic Levels

Washington, D.C. – Data from 2017 reveals that the idea that there is a “war on cops” is nothing more than police propaganda, as the number of officers killed in the line of duty dropped to the second-lowest total in more than 50 years.

Conversely, there were over 1,000 people killed by cops for the fourth year in a row, according to the website killedbypolice.net, which operates a database of individuals killed by law enforcement officers.

According to data from the National Law Enforcement Officers Memorial Fund, a nonprofit aimed at honoring officers and improving safety, as of December 28:

In 2017: 128 officers died in the line of duty, 44 of which were shot and killed.

In 2016: 143 officers died, with 66 being gunned down – meaning one-third fewer officers died of gunshot wounds.

The only other year there were fewer police deaths in nearly the last five decades was 2013, when a total of 116 officers died in the line of duty.

“This is one of those good-news, bad-news situations,” said Craig Floyd, president and chief executive of National Law Enforcement Officers Memorial Fund. “On one hand, you had 128 officers who made the ultimate sacrifice, showing the cost of public safety, but for the first time since 2013, the number of deaths has actually declined.”

It’s also important to keep in mind that although 128 officers died in the line of duty in 2017, 47 of these deaths were traffic related, while another 16 were due to illness entirely unrelated to the job.

According to a report from USA Today:

While shootings played a big role, traffic accidents caused the largest number of deaths. Crashes killed 47 officers this year, down 15% from 2016. A number of factors — including enhanced policies that limit vehicle pursuits and speeding and the “move-over law,” which requires drivers to slow down and switch lanes when an officer is pulled over — could be behind the drop, experts say.

 

Across the U.S., ambush-style attacks killed eight officers in 2017, a decrease from a jarring 21 such deaths in 2016. The largest number of fatal shootings this year occurred while officers responded to domestic disturbances.

 

Randy Sutton, a former police lieutenant and spokesman for Blue Lives Matter, an advocacy group that supports law enforcement, said multiple reasons likely led to the drop in killings, including a change in how officers approach arrests because of the controversial high-profile shootings in recent years. Officers don’t put themselves in dangerous situations as often, he said.

 

“There’s a saying in law enforcement: You can’t get in trouble for the car stop you don’t make,” he said. “They don’t want to be the next Ferguson, the next officer burned on the stake.”

Within the words of Sutton is a beautiful admission. When police choose not to engage in fishing expeditions and don’t make unnecessary stops, they have a lesser likelihood of things going dangerously awry – for both the officer and the unfortunate citizens they come into contact with.

Ironically, Floyd said there have been significant improvements in de-escalation training, which seems odd given the 1,000-plus people killed by cops the past four years running. One would reasonably assume that improved de-escalation training would result in fewer citizens being killed by police, not near record numbers yearly.

Floyd presciently noted that there has been a continual downward shift in the number of officers killed going all the way back to the late 1970s — which negates the oft-repeated “war on cops” mantra espoused by the thin blue line.

“In my 33 years doing this, I’ve never seen the amount of awareness given to officer safety and wellness,” he said. “That’s definitely been paying off and will continue to help make law enforcement a significantly safer profession.”

So, while inordinate attention is given to officer safety – resulting in the safest time to be a cop in nearly the past five decades – the same cannot be said of the citizenry that comes into contact with the police.

When 44 cops are shot and killed in a year, while in the same period a whopping 1177 Americans are killed by cops, perhaps it’s time to focus on de-escalation techniques that not only save officer lives, but also the lives of the public they are allegedly sworn to protect and serve.

There is clearly no war on cops — but is sure looks there is a war on the American people.

New York Times Insists That Non-Citizens Have a Lower Crime Rate Than Citizens

On Thursday, Vivian Yee at the New York Times repeated the tired and unproven claim that “a large body of research has suggested that immigrants are no more likely, and often less likely, to commit serious crimes than native-born Americans.” Though the article had plenty of links, there was no link to anything in that alleged “large body of research.” Though the Donald Trump administration has been ordered to change the situation, the fact is that there is not yet enough data to prove or disprove Yee’s breezy contention, and the limited sliver of data available about federal crimes indicates that non-citizens disproportionately commit crimes.

Here are the key paragraphs from Yee’s coverage of a Thursday report on “Alien Incarceration” released by the Trump administration’s Department of Homeland Security (links are in original; bolds are mine throughout this post):

Thousands of Federal Inmates Are in the U.S. Illegally, Administration Says

About one in five inmates in federal prison are foreign-born, and more than 90 percent of those are in the United States illegally, according to a report released on Thursday by the Trump administration, which has sought to highlight the dangers it says unauthorized immigrants pose to public safety.

Officials at the Justice Department and the Department of Homeland Security quickly framed the statistics as evidence that the country needed stricter anti-immigration measures, particularly the wall President Trump has pushed to erect across the southern border.

Administration officials have repeatedly emphasized what it says are links between unauthorized immigrants and crime, even opening an office to advocate for the victims of crimes committed by immigrants. But a large body of research has suggested that immigrants are no more likely, and often less likely, to commit serious crimes than native-born Americans.

The proportion of unauthorized immigrants in federal prison may be explained partly by the fact that immigration offenses now account for about half of all federal prosecutions, including those for smuggling people into the United States, illegally entering the country and illegally re-entering the country after being deported.

“The report proves one thing only: The administration will take any opportunity possible to twist facts to demonize immigrants,” said Tom Jawetz, the vice president for immigration policy at the Center for American Progress, a liberal think tank. “The vast majority of immigrants in federal prison are there for crimes that only immigrants can be charged with — illegal entry and illegal entry after removal. When you cook the books you shouldn’t pretend to be surprised by the results.”

Yee’s contention that “immigration offenses now account for about half of all federal prosecutions is incorrect. The linked item at the Pew Research Center relates to immigration arrests. Obviously, not all arrests are prosecuted, and not all prosecutions result in a prison sentence.

The only persons engaging in “cook the books” exercises are Yee and the Center for American Progress’s Jawetz, as seen below, using 2016 data from the U.S. Sentencing Commission found at Table 9:

Non-citizens were sentenced for 20.5 percent of all federal crimes other than those relating to immigration offenses in 2016. That’s almost triple the 7 percent of non-citizens in the U.S. population.

Thursday night, in his show’s opening monologue, Fox News’s Tucker Carlson highlighted five key crimes with very disproportionately heavy non-citizen involvement:

The Center for American Progress’s Tom Jawetz was presumptively wrong when he accused the administration of “cooking the books.” He cannot be proven absolutely wrong, because truly clean data for non-federal crimes, which comprise the vast majority of all crimes, is simply not available, partially because determining immigration status at the time of arrest is often difficult, and because many jurisdictions aren’t interested in tracking citizen vs. non-citizen crime, or whether the person arrested is here legally or illegally. Sanctuary cities often require police officers not to inquire about a person’s legal status at the time of arrest.

The government’s Thursday Alien Incarceration Report makes it clear that it intends to remedy that shortcoming (breaks between items added by me):

On January 25, 2017, the President signed Executive Order (EO) 13768 on Enhancing Public Safety in the Interior of the United States.

Section 16 of the EO directs the U.S. Department of Homeland Security (DHS) and the Department of Justice (DOJ) to collect relevant data and provide quarterly reports on:

(a) the immigration status of all aliens incarcerated under the supervision of the Federal Bureau of Prisons (BOP);

(b) the immigration status of all aliens incarcerated as federal pretrial detainees under the supervision of the United States Marshals Service (USMS); and

(c) the immigration status of all convicted aliens incarcerated in state prisons and local detention centers throughout the United States.

The report addresses items a) and b), and found the following:

A total of 58,766 known or suspected aliens were in in DOJ custody at the end of FY 2017, including 39,455 persons in BOP custody and 19,311 in USMS custody.

Of this total, 37,557 people had been confirmed by U.S. Immigration and Customs Enforcement (ICE) to be aliens (i.e., non-citizens and non-nationals), while 21,209 foreign-born people were still under investigation by ICE to determine alienage. Among the 37,557 confirmed aliens, 35,334 people (94 percent) were unlawfully present. These numbers include a 92 percent unlawful rate among 24,476 confirmed aliens in BOP custody and a 97 percent unlawful rate among 13,081 confirmed aliens in USMS custody.

Item c) is obviously the most important of the three, and will be the most difficult to accumulate or estimate because of state and local resistance. Until that matter is addressed, the default assumption, which presumptively refutes Yee’s “large body of research” based on known federal data, is that non-citizens commit crimes at a greater rate than citizens.

The stats in the two graphics above mask one major problem, because non-citizens come in two distinct groups: those who are playing by the rules and are in this country legally, and those who are in this country illegally. There is every reason to believe that people who are in the U.S. illegally commit a disproportionate percentage of non-citizen crime.

Vivian Yee could have included comments from any number of center-right group spokespersons advocating better controls over immigration who would have set her and her readers straight about the matters discussed here, but she apparently either didn’t solicit them or chose to ignore them.
